Street parking - enforcement and penalties

Enforcement and fines

Maidstone Borough Council is responsible for enforcing parking regulations in council car parks and on our streets.

Penalty charge notices - ways to pay

The council’s Civil Enforcement Officers will issue a Penalty Charge Notice (PCN) when a vehicle is found parked in contravention of the Parking Regulations.

Currently the cost of a PCN is either £50 or £70 depending on whether it is a lower or higher tariff charge in relation to the seriousness of the contravention.

Payment for PCN's must be received within 28 days from the date of issue. If payment is received within 14 days of the issue date, the reduced charge of £25 or £35 (reduction of 50%) will be accepted in final settlement.

If you wish to make payment against the Penalty Charge Notice you can pay online.

Credit or debit card payments may be made by calling 01622 602377, you can post your payment to:

Penalty charge notices - how to appeal

If you think that the Penalty Charge Notice (PCN) has been issued incorrectly you can request Parking Services to review all the details surrounding the issue of the Penalty Charge Notice.

View your PCN details. You will need your PCN number and car registration to access the details.

Once correspondence has been received asking for a review, the Penalty Charge Notice will be placed on hold so that it does not progress and the charge does not increase while the review is being undertaken.

If you make an appeal against the Penalty Charge Notice but you receive a notice of rejection you can make a further appeal to the Traffic Penalty Tribunal (TPT).

Parking Adjudicators consider appeals against liability for Penalty Charges and can direct the Council to cancel the Penalty Charge Notice or the Notice to Owner.

To submit your appeal in writing please include the following information:

  • Penalty Charge Notice reference (Maidstone Borough Council PCN issues begin with MD
  • Vehicle Registration Number of the vehicle which received the PCN
  • Full address details and name of the person appealing the PCN
