Planning Performance Agreements

A Planning Performance Agreement (PPA) is a framework in which parties come together to agree how they are going to take a development proposal through the planning process.

A PPA is a voluntary agreement between us and an applicant to provide a project management framework for handling a development proposal from pre-application stage through to decision. Their purpose is to deliver high quality sustainable development based on a clear vision and development objectives.

PPA’s are basically a project management process and tool which allows structured advice to be given to you before you apply. They include a dedicated planning officer for the project and the chance to discuss your scheme through multiple meetings to improve the quality of major planning applications and provide greater certainty and transparency in the development of schemes. They allow a more bespoke approach to be taken to engagement, negotiation and determination of planning applications and allows this process to sit outside of the 13 week statutory timeframe.

We believe the use of the Planning Performance Agreements in Maidstone allows the best outcomes for everyone and we strongly encourage their use.

    Does this mean my application will be approved?

    While a Planning Performance Agreement helps ensure a major application is processed to an agreed timetable with meetings to help overcome issues that arise during the application process; we cannot guarantee the outcome of any planning application. By signing up to a PPA you will be ensuring that you have the best possible chances of a positive outcome, and that you get a higher level of officer and community involvement in your scheme.

    PPA service fees

    The cost of a PPA depends on the scale of the application, the resources needed and input from officers for the project, and will be based on daily rates for officers, including overheads. The table below gives some standard fees, however the assessment of the resources needed may result in a need to bring in additional expertise or temporary staff, to be funded by the applicant.

    The fees cover our costs for providing the advice. The fees include VAT. Any fees paid will not be refunded if it is decided advice is no longer required, even if we have not yet provided it.
