Penalty Charge Notices

 

Maidstone Borough Council has a responsibility for the enforcement of parking.  This enforcement is essential for the free flow of traffic and helps road safety.  Enforcement involves:

 

  • Yellow Lines
  • Bus Stops
  • Disabled Parking Bays
  • Loading Bays
  • Car Parks 
  • On Street P&D Bays

 

The majority of roads may have some kind of restriction and these will be identified by road markings and usually a nearby timeplate.  The timeplates will indicate when the restriction is enforced and it is the responsibility of the driver to check that the vehicle is not in breach of any restriction.

 

Reasons for issue of a Penalty Charge Notice on the highway

 

  • Parked in a restricted street during prescribed hours.
  • Parked or loading / unloading in a restricted street where waiting and loading / unloading restrictions are in force
  • Parked in a permit space without displaying a valid permit
  • Parked in a loading place during restricted hours without loading
  • parked for longer than permitted
  • Parked in a designated disabled person's parking place without clearly displaying a valid disabled person's badge
  • Parked on a taxi rank
  • parked on a restricted bus stop or stand
  • Parked in a restricted area outside of school

 

Reason for issue of a Penalty Charge Notice in an On-Street Pay and Display Bay

 

  • Parked after the expiry of paid for time at a Pay & Display bay
  • Parked without clearly displaying a Pay & Display Ticket

 

Reason for issue of a Penalty Charge Notice in a Residents Parking Bay


  • Parked in a residents parking space without clearly displaying a valid residents parking permit

 

Reason for issue of a Penalty Charge Notice in a Car Park

 

  • Parked for longer than the maximum period permitted
  • parked in a restricted area in a car park
  • parked after the expiry of time paid for in a pay & display car park
  • Parked in a pay & display car park without clearly displaying a valid pay & display ticket
  • Parked beyond the bay markings
  • Parked in a disabled persons parking space without clearly displaying a valid disabled person's badge
