Temporary Event Notice (TEN)
What is a TEN?
Under the Licensing Act 2003, if you are planning certain types
of ad-hoc event (even on a small scale), you need to inform
Maidstone Borough Council no later than 10 working days
(not including weekends or bank holidays) before the
event.
You must be over 18 to hold a temporary event of this sort.
If your event:
- involves licensable
activities,
- will last for a period up to (but not exceeding ) 96
hours,
- will involve no more that 499 people being present at any one
time (although more people may attend over the whole course of the
event).
...then you will need to arrange for a TEN!
Are there limits on how many temporary events I can hold?
If you do NOT hold a Personal Licence, you may hold 5 temporary
events, including those involving the sale of alcohol, in one
calendar year.
If you hold a Personal Licence, you may hold 50 temporary events
in one calendar year.
You may only give 12 Temporary Event Notices for the
same premises in one calendar year, which must not last
any longer than 15 days collectively. If a temporary event goes on
past midnight, it counts as a two-day event.
You MUST leave at least 24 hours between
temporary events held on the same premises.

How do I apply for a Temporary Event Notice?
You can apply online or you can complete the paper version
of the form.
To apply online please

Please note that you will be redirected to our online payments
section at the end of your application to pay the fee of £21. This
will automatically provide a copy to the police.
To complete our paper form please send the following (per
event):
- two copies of the completed form,
- a fee of £21 (cheques made payable to Sevenoaks District
Council).

At the same time, you MUST send a copy of the TEN to the
Police:
To: Maidstone & Malling Police, Licensing Team,
Maidstone Police Station,
Palace Avenue, Maidstone,
Kent, ME15 6NF.
How long will it take for my application to be processed?
You MUST make sure we receive your application
no later than ten working days before the day the event
begins. This is a legal obligation, and any applications
received after this point cannot be processed.
To be sure of having your application processed in time, you
should submit it at least 28 days prior to the
event, in case there are any problems which can be
time-consuming.
The Council will ensure that all information has been provided
and check that a copy has been given to the Police. We will then
acknowledge the receipt of your TEN by returning a signed copy to
you within 48 hours.
What happens next?
You must ensure that the signed copy of the notice is
prominently displayed at the premises during the event.
If you do not hear back from us, you can assume your application
has been successful. Providing your notice meets the criteria laid
down in the Licensing Act 2003, your event can go ahead unless the
Council serves a “counter notice” – this would usually only happen
following objections from the Police.

If you have any complaints about an event that you have attended

your first contact is with the organiser – preferably in the form
of a letter with proof of delivery. If that has not worked and you
